STORMWATER CREDIT FEE PROGRAM

The Environmental Protection Agency (EPA) now recognizes stormwater as the single largest contributor of non-point source pollution in the United States.  Non-point source pollution comes from many natural and human made pollutants that are picked up in rainfall and snowmelt.  Common pollutants include trash and debris, excess fertilizers, oil and grease, sediment, bacteria and nutrients.  Many municipalities have begun to charge property owners a separate stormwater fee or tax in order to maintain the infrastructure to convey and

treat stormwater.  Many cities with separate stormwater fees allow the property owner to offset the cost in whole or, in part, by improving stormwater quality on their site and/or reducing the quantity of stormwater pollution entering the system.

 

DID YOU KNOW?

Since March of 2005 the City of Minneapolis has listed stormwater management as a separate

line item on your utility bills.  In 2013 the city initiated a Stormwater Fee Credit Program that

allows you to reduce these fees up to 50% by installing approved devices that improve stormwater quality.

THE SWF CREDIT PROGRAM

AbTech Industries, Inc. (“AbTech”) partners have banded together to offer customers an integrated program to take advantage of this Fee Credit.

 

ABTECH WILL

  • Conduct an economic analysis for you of your specific site, so you know how much the estimated savings will be.

  • Complete the engineering and secure City approvals of the planned stormwater quality enhancements.

  • Supply all treatment technology deployed

  • Install all the approved stormwater treatment devices.

  • Maintain the devices on a regular schedule throughout the year to assure proper operation and compliance.

  • Replace all stormwater treatment devices as necessary to assure proper performance and compliance.

  • Commercial property owners, retail chains, homeowners associations and industrial sites.

  • Anyone with impervious surface areas greater than 40,000 square feet. with more than three catch basins.

THE TECHNOLOGY

The program uses Ultra-Urban Filters with Smart Sponge technology manufactured by AbTech to treat stormwater runoff for new or retrofitted sites by absorbing oil and grease and capturing trash and sediment, making it a truly comprehensive solution.  The Ultra Urban® Filter is a nationally recognized best management practice (BMP) for stormwater treatment.

 

CASE STUDY - CITY OF NORWALK STORMWATER MANAGEMENT IMPROVEMENT PROJECT

The Norwalk Public Work's stormwater management improvement program fitted over 275 storm drains with high-technology filtration systems equipped with Smart Sponge® Plus. The Ultra-Urban® Filters performed extremely well: the average contaminant removal rate was over 75 percent, and the maximum removal rate was 99.9 percent. The first cleaning of the 275 catch basins yielded over 7.4 tons of trash, debris, leaves, and sediment – the weight of over six Ford Escorts.
